TxDOT — U.S. 83 Super 2
Parkhill was selected to design a 25-mile Super-2 project from the Taylor County line to Ballinger, Texas. In this role, Parkhill managed the preparation of PS&E documents and ensured quality control for all deliverables, collaborating closely with consultant partners. By maintaining constant communication, Parkhill ensured the timely delivery of critical path documents, such as Form 1002, Sign Project Procedures, Bridge layouts, and the Stage Gate Checklist.

Collaborative Design
The project involved widening sections for passing lanes and addressing significant drainage issues. Parkhill collaborated with consultants to estimate ditch flows and create special ditch sections, maintaining flow to outfalls and minimizing utility adjustments. This coordination also helped reduce the amount of imported fill required.
Overcoming Challenges
Following the 30% submittal, the pandemic forced all work to transition to remote environments, presenting new communication challenges. Parkhill faced delays from non-responsive utility owners but developed a Utility Management Plan (UMP) to maintain the project schedule. This proactive approach ensured that the project stayed on track despite the disruptions.
