Frank Pugsley, PE, serves as Parkhill’s Director of Environmental, bringing more than two decades of experience in municipal infrastructure projects. From solid waste management to water treatment plant process improvements, his expertise spans a wide range of critical public utilities that form the backbone of community health and well-being.
His dedication to the engineering profession has been recognized widely. He served as President of the Dallas Branch of the American Society of Civil Engineers (ASCE) in 2016-17 and as a board member of the SWANA Lone Star Chapter. In 2017, he was honored as a Top Young Professional by Engineering News-Record Texas & Louisiana (ENR).
A Passion for Infrastructure
For Frank, “unassuming influence” is Parkhill’s value that resonates with him the most and he uses it as a guiding principle. He believes that engineering’s impact is best measured by long-term, lasting change. “Some projects take years or even a decade to come to fruition, but they all make a profound impact on the high quality of life possible in the communities we serve,” he says. His commitment to community-centric solutions is at the heart of his leadership and vision at Parkhill.
Frank’s passion for environmental engineering stems from a deep appreciation for the vital role of public utilities. He sees solid waste, water, and wastewater services as the foundation of public health, positively impacting residents and visitors alike. “I am proud to know that the sum of the projects we complete positively impacts all residents and visitors to a community,” he reflects.
A Legacy of Engineering
Engineering runs in Frank’s family, tracing back three generations. His passion for math and science, inspired by engaging physics and chemistry teachers in high school, led him down the path of civil engineering. Both his father and grandfather were engineers and proud members of Tau Beta Pi, an engineering honor society. This shared legacy connects three generations of engineers from the University of Texas (1941), the University of Houston (1971), and Texas Tech University (2000).

Driven by Adventure
Outside of his professional life, Frank is an avid road and mountain biker. On two occasions, he unexpectedly encountered former President George W. Bush—complete with Secret Service detail—while riding local mountain trails. These spontaneous encounters add a touch of adventure to his passion for cycling.
