Eastern New Mexico University
In summer 2022, Parkhill was selected by Eastern New Mexico University (ENMU) to create a strategic, metrics-based master plan for its main Portales campus and the ENMU-Ruidoso Branch. With growing enrollment, ENMU needed a clearer understanding of its facilities, space utilization, and infrastructure to position resources effectively for continued growth and improved student retention.

Data-Driven Decisions
Parkhill, in collaboration with VisSpiro Strategies, utilized digital field assessment tools like Fulcrum and PowerBI to evaluate over a million square feet of space. These tools provided a detailed look at the Building Condition Index (BCI) and deferred maintenance needs, offering data-driven insights for renovation, recapitalization, or demolition.
Listening to the Community
Stakeholder engagement was a key focus, with Parkhill meeting with numerous university representatives to gather diverse perspectives on facilities, services, and safety issues. This collaborative approach helped align the master plan with ENMU’s strategic goals.


Investing in the Future
The resulting plan, accepted in fall 2023, proposes over $40 million in near-term capital improvements, $4.9 million in sidewalk and paving upgrades, and significant investments in long-term deferred maintenance and classroom projects for both the Portales and Ruidoso campuses. This roadmap ensures ENMU is prepared to support its future growth and student success for years to come
