El Paso Sun Metro Bicentennial Council Transit Operations Center
The City of El Paso selected Parkhill to provide commissioning services for its new Bicentennial Council Transit Operations Center, a key facility supporting the city’s mass transit system. Spanning 37.5 acres, the project included multiple buildings, such as a 95,778-square-foot maintenance facility and a 9,227-square-foot bus washing station.

Energy Efficiency at the Core
Parkhill’s role extended far beyond standard commissioning, ensuring that complex systems like HVAC, fueling stations, vehicle lifts, and hydraulic elevators were fully operational. Energy efficiency was a central focus, with Parkhill overseeing the implementation of variable refrigerant flow systems, indirect evaporative cooling, energy recovery units, and high-efficiency lighting. These measures not only reduce operational costs but also align with the city’s commitment to sustainability.
Setting a New Standard
Parkhill’s efforts included organizing all necessary training for system operations and developing comprehensive manuals for maintenance and warranties. Following the success of this project, which was presented as a case study at the CXEnergy2016 conference, Parkhill passion for delivering excellence led to their selection for future projects, including a new natatorium for the City of El Paso.
