LEDA Business Park
In 2006, the Lubbock Economic Development Alliance (LEDA) tasked PSC with creating a master plan for the 586-acre Lubbock Business Park. With a deadline to have phase one ready for tenants by the third quarter of 2008, Parkhill wasted no time. Collaborating with Smith Surveying, the team began topographic surveys and developed a drainage plan to address the massive runoff from large lots and streets.

Master Planning for Success
A major challenge was managing stormwater for such a vast site. Parkhill’s innovative solution was to create boulevard streets with median ditches that served as both water conveyance and landscaped areas. To further control erosion, Parkhill implemented measures such as riprap, gabion baskets, and erosion control mats, which proved effective during a heavy 4-inch rainfall in 2008.
Infrastructure and Innovation
Infrastructure was key to the park’s success. LEDA opted for concrete streets to minimize future maintenance and enhance the park’s visual appeal. Streets were constructed with 8-inch concrete on densified subgrade, designed to handle heavy loads while ensuring durability. Collaboration with TxDOT ensured a seamless connection to IH-27, laying the foundation for future growth and economic opportunity at the Lubbock Business Park.
