Texas Department of Public Safety Lubbock Regional Headquarters (TFC)
The Texas Department of Public Safety complex in Lubbock stands as a testament to innovation and collaboration, designed to serve 71 counties across three districts within Region 5. Encompassing 106,000 square feet across three buildings, this regional headquarters houses critical operations, from administration and highway patrol to state-of-the-art crime labs. With spaces dedicated to forensic science, law enforcement support, and community services, the complex represents a new era of efficiency and accessibility for public safety in Texas.

A Campus Engineered for Excellence
The centerpiece of the complex, an 84,000-square-foot administration and crime lab building, integrates cutting-edge facilities, including labs for drug chemistry, firearms testing, and latent prints, alongside a 50-foot indoor test firing range. The driver license building simplifies essential services with commercial and non-commercial driving test lanes, while the ancillary building supports bulk secure storage, automotive repair bays, and even a helicopter hangar. These features collectively create a hub that supports the multifaceted demands of modern law enforcement and public service.
Collaboration Drives Success
The Texas Facilities Commission partnered with Lee Lewis Construction, Inc., using a Construction Manager at Risk approach to ensure precision in execution. The collaboration between the design team and contractor kept costs tightly aligned, with only a 0.34% variance between initial estimates and the final GMP. This seamless coordination exemplifies how innovation, foresight, and teamwork can deliver a facility that meets the evolving needs of public safety while setting a standard for efficiency and functionality.
