TxDOT — Hawkins Blvd Reconstruction

Designing for Safety, Durability, and Aesthetic Enhancement
Parkhill’s approach to the Hawkins Boulevard Reconstruction Project focused on functionality, safety, and community aesthetics. The design incorporated 11-inch continuously reinforced concrete pavement to withstand heavy commercial traffic, two-way left-turn lanes for improved intersection capacity, and wide, pedestrian-friendly sidewalks. A landscaped buffer added visual appeal to the industrial corridor. Coordination with stakeholders such as TxDOT, El Paso Water, and Union Pacific Railroad ensured the roadway’s seamless integration with surrounding infrastructure, including the critical tie-ins to the I-10 frontage road and rail spur.
Collaboration and Coordination
This project required meticulous planning and collaboration with multiple entities, from weekly design meetings to securing traffic control plan approvals. Parkhill’s pre-design report guided criteria such as lane widths, drainage considerations, and landscaping viability. Despite challenges, the team delivered a safer, more efficient Hawkins Boulevard by 2020, ensuring it could accommodate growing demands. Today, it stands as a testament to the power of thoughtful design in improving infrastructure and supporting economic growth.
