TSPE Permian Basin Honors Parkhill Engineers With 2026 Engineering Awards

The Texas Society of Professional Engineers (TSPE) Permian Basin Chapter has recognized two Parkhill team members with top honors for 2026. Julia Wortley has been named Young Engineer of the Year, and Roland Holder, PE, SE has been named Engineer of the Year.

Young Engineer of the Year Award

The Young Engineer of the Year Award, established in 1970, recognizes emerging professionals who demonstrate exceptional technical ability, professional achievement, and dedication to civic and humanitarian service. Julia, a Civil Engineer-in-Training with Parkhill’s Site Development and Planning team in Midland, earned her Bachelor of Science in Civil Engineering from Texas Tech University.

Specializing in site-civil design, Julia has quickly established herself as a dependable and trusted member of project teams, consistently taking on complex responsibilities while continuing to strengthen her technical skills. She is currently progressing toward licensure as a Professional Engineer and has already passed her licensing exam. In addition to her professional work, Julia volunteers with Mission Agape and serves on the TSPE Permian Basin Chapter Board, where she leads communications and outreach for the organization.

Engineer of the Year Award

The Engineer of the Year Award is the highest honor given to an individual TSPE member, recognizing sustained contributions that advance the engineering profession and improve public welfare. Roland Holder, PE, SE, a Partner and Structural Engineering Practice Leader at Parkhill, received the 2026 award for his leadership, technical expertise, and impact on major projects across Texas.

Roland mentors engineers, oversees quality control programs, and guides standards for Parkhill’s structural engineering practice. His design experience includes steel, concrete, masonry, and wood structures for schools, churches, industrial facilities, and water and wastewater treatment plants. Notable projects include Buddy Holly Hall of Performing Arts and Sciences, the Lubbock Lake Alan Henry Water Treatment Plant, and the El Paso Community College Rio Grande Career and Technical Education Building.

Both recognitions highlight Parkhill’s continued commitment to engineering excellence and service to communities across Texas.
