LUBBOCK, Texas — Parkhill’s Board of Directors is pleased to announce several additions in firm leadership with the arrival of a new fiscal year. The Board of Directs welcomes Mary Stills, AIA, as the latest addition and the re-election of Mike Ramirez, PE. Parkhill also congratulates seven outstanding professionals to firm principal – Daniel Albus, PE, Ryan Bailey, PE, Brent Clifford, RLA, Kelly Henderson, PLS, Matt Kingsley, PE, Frank Pugsley, PE, and Todd Stiggins, PE.

Election to Parkhill Board of Directors

Mary Stills, AIA, CNU-A, has been named the newest member of Parkhill’s Board of Directors. Mary is a Firm Principal, Design Leader, and Project Manager in Parkhill’s Higher Education Practice and works as an Architect in Parkhill’s El Paso Office. Her expertise is diverse in educational, recreational, religious, financial institutions, government, and retail design. She joined Parkhill in 2007 and has 28 years of experience.  

Mike Ramirez, PE, CNU-A, has served on the Board of Directors since 2019 and has been re-elected to an additional five-year term as Member-at-Large. Mike is a Firm Principal and the Director of Construction Phase Services/Construction Management and Survey Practices. He works as a Civil Engineer in the El Paso Office. He is well-recognized for his experience in large-diameter pipelines, pumping facilities, GIS applications, collection and distribution modeling, and the planning, design, and construction of water and wastewater projects. Mike joined Parkhill in 2000 and has 21 years of experience.

New Principals

Parkhill’s seven new Firm Principals embody Parkhill’s mission of Building Community, vision, and values while proudly serving the firm and surrounding communities. 

Daniel Albus, PE, is a Team Leader in Parkhill’s Treatment Sector and works as a Civil Engineer in Parkhill’s Lubbock Office. He is an expert in water and wastewater treatment for industries and municipalities and has worked with many clients throughout West Texas and the Dallas/Ft. Worth area. Daniel joined Parkhill in 2010 and has 11 years of experience.

Ryan Bailey, PE, CBCP, is the Director of Parkhill's MEP/Structural Practice and works as a Mechanical Engineer in the Lubbock Office. His expertise in mechanical and plumbing system designs has served a variety of projects, including local, state, and federal government buildings, schools, churches, office buildings, and warehouse facilities. Ryan joined Parkhill in 2009 and has 12 years of experience.

Brent Clifford, RLA, LEED AP, LI, RAS, is a Team Leader in Parkhill's Landscape Architecture Practice and works as a Landscape Architect in the Lubbock Office. He has over 20 years of professional experience with collegiate and high school athletic and educational facilities, healthcare facilities, city parks, and recreational planning. Brent joined Parkhill in 2008 and has 18 years of experience.

Kelly Henderson, PLS, is the Managing Director for the Oklahoma-Area Surveying Team within Parkhill’s CPS/Survey Practice. Kelly works as a Land Surveyor in Parkhill’s Norman Office. He has over 37 years of experience in the land surveying and civil engineering industry and is respected for his project management responsibilities for municipal, commercial, industrial, and residential site development projects. Kelly joined Parkhill with the merger of Lemke Land Surveying in 2020.

Matt Kingsley, PE, is a Civil Engineer with Parkhill’s Environmental Practice and works in Parkhill’s Albuquerque Office. Matt has over 30 years of experience in the solid waste industry and is an expert in landfill and transfer station operations, design, and construction. This expertise has recently included operations consulting to both Sandoval County and the City of Albuquerque, two of the largest waste generators in New Mexico. Matt joined Parkhill in 2016 with the merger of Gordon Environmental.

Frank Pugsley, PE, is the new Director of Environmental for Parkhill and works as a Civil Engineer in the Frisco Office. Frank brings more than 18 years of experience on a variety of municipal infrastructure projects and leading teams of professionals in completing solid waste projects ranging from municipal solid waste landfills to citizen collection centers and municipal solid waste transfer stations. Frank has been with Parkhill for four years.  

Todd Stiggins, PE, is a Team Leader for Municipal Solid Waste in Parkhill’s Environmental Practice and works as a Civil Engineer in Parkhill’s Lubbock Office. He brings more than 19 years of experience on various environmental projects, emphasizing engineering design and construction services for approximately 250 acres of landfill liner and final cover. Todd joined Parkhill in 2015.
