The Parkhill Excellence Awards | Civil Engineering celebrate the technical skill, innovation, and collaborative spirit behind some of our most impactful infrastructure projects. These awards reflect the real-world results of engineering expertise applied in service to our communities. Congratulations to this year’s winners!

HONOR AWARD 

Monahans and South Draw Flood Planning | Monahans, Texas | Studies, Research, and Consulting Engineering Services 

Parkhill led a watershed study across 673 square miles in Midland and Ector Counties to improve flood prediction and management in the region. Using a new soil infiltration method based on measured data, not estimates, the team created more accurate hydrologic models and tools to visualize flood risk. The study changed state drainage standards and helped local governments better plan for storm events, protecting lives and property in flood-prone West Texas. 

MERIT AWARDS 

New Wastewater Treatment Facility | Ransom Canyon, Texas | CPS/CM and Treatment Sectors 

To support regional growth, Parkhill expanded the town’s wastewater treatment system with a high-efficiency reactor system. Crews installed deep piers to stabilize the poor soil, then poured two massive concrete basins in a single day—an extraordinary feat for a community of this size. The project ensures long-term service and resilience, backed by state funding from the Texas Water Development Board. 

East 19th Street Improvements | Lubbock, Texas | Transportation, Survey, and CPS/CM Sectors 

With Lubbock preparing for a new $870M cheese plant creating hundreds of jobs, Parkhill helped fast-track road upgrades to support more than 200 daily truck deliveries. A design-build partnership allowed construction to begin before final design was complete. The new four-lane concrete road was delivered in less than four months, under budget and ahead of schedule—helping power economic development in the region. 

Midland Airpark Airfield Improvements | Midland, Texas | Aviation Sector 

To meet future aircraft demands and address safety issues, Parkhill and the City of Midland partnered with TxDOT to fully redesign and reconstruct the airport’s main runway and taxiways. The team completed in 11 months what usually takes three years, all while keeping the airport operational. A late-stage design change reduced costs by $1 million. Once complete, the airfield will safely accommodate aircraft up to 75,000 pounds. 

Davis Citywide Sewer Evaluation | Davis, Oklahoma | Survey Sector 

Funded by a federal grant, Parkhill led a citywide sanitary sewer assessment using advanced tools and aerial imagery. The team collected high-precision data on the city’s aging infrastructure, created a detailed GIS dashboard, and laid the foundation for smarter future planning. The result is a clear path toward improving wastewater reliability in Davis. 

Midland Downtown Master Plan | Midland, Texas | Site Development and Planning, Community, and Landscape Architecture Sectors 

To revitalize the heart of Midland, Parkhill created a multidisciplinary plan that blends economic growth, mobility, and urban design. Informed by cities across the country and developed in close coordination with stakeholders and TXDOT engineers, the plan offers actionable strategies to make downtown a vibrant, walkable destination. The work balances vision with practical steps to support a thriving city center. 

SPECIAL RECOGNITION 

Lamesa Water System Improvements | Lamesa, Texas | Water Resources Sector 

To provide water security in a drought-prone region, Parkhill helped the City of Lamesa build a 14-million-gallon underground storage tank and improve its well and pump station infrastructure. The project supports both emergency supply and long-term sustainability, providing two weeks of backup water capacity for the community. It is a powerful investment in West Texas resilience.
