Parkhill is proud to celebrate two of its outstanding engineers who have been recognized by the Texas Society of Professional Engineers (TSPE) South Plains Chapter for their contributions to the profession and the communities they serve. Founded in 1936, the Texas Society of Professional Engineers (TSPE), a state society of the National Society of Professional Engineers, promotes the profession and licensed practice of engineering by serving engineers across all disciplines throughout the state.

Brian Stephens, PE, Awarded 2025 TSPE Engineer of the Year

Brian Stephens, PE, has been honored as the 2025 TSPE South Plains Chapter Engineer of the Year, the highest recognition awarded to a TSPE member. This award acknowledges his nearly 30-year career dedicated to advancing water and wastewater treatment solutions across Texas and New Mexico.

As Director of Treatment and a Partner at Parkhill, Brian has led critical infrastructure projects valued between $1 million and $80 million, ensuring access to clean, sustainable water for communities. He has built his career on developing wastewater treatment and reuse solutions and reducing reliance on potable groundwater through innovative practices.

Brian’s passion for engineering began in 1994 at Parkhill, where he worked part-time while earning his civil engineering degree. Since then, he has actively advocated for the profession through leadership in TSPE, NSPE, ASCE, AWWA, and WEF. Previously recognized as the 2011 TSPE South Plains Chapter Young Engineer of the Year, Brian continues to make a lasting impact. Some of his most notable projects include the: the Anton Wastewater Treatment Plant, the Big Spring Water Treatment Plant Operations, the Midland T-Bar Wellfield Remediation and the Lubbock Lake Alan Henry Water Treatment Plant Design

“I am honored and humbled to be considered with the men and women who have received this distinguished award," he said. "When I was 18 years old, my Algebra teacher encouraged me to be an engineer and connected me to Parkhill. Over the past 30 years, I have really enjoyed the opportunity to serve and build community with our clients!"

A Texas Tech University graduate, Tyler earned his Bachelor of Science in Civil Engineering in 2014, graduating Cum Laude. He became a licensed professional engineer in Texas in 2018 and later obtained licensure in New Mexico and Oklahoma. His professional affiliations include TSPE, TxSWANA, and the South Plains Public Works Association, where he served as President in 2017.
